Helicopters shouldn't be running missions in Class B, C or D airspace. Absolving the military of this is supporting them continuing this insanity.

No it was perfectly clear they saw the wrong plane . They were asked multiple times even once after receiving visual separation. They answered affirmative every time. Controller staffing, helicopter routes, helicopter full crews, night vision use in that corridor, etc. Change any of these variables and even with a chopper at that elevation, this collision maybe doesn’t happen. Unfortunately your last statement is true . With all the near misses hope was they would correct things before something like this happened. My major sticking point with you on this was when you brought up the AA pilot and possibly his part . He was the ONLY one including the Helicopter pilot that played no part in this tragic event. Of course if they change the route the elevation wouldn't matter. There is a very distinct reason there is a 200 foot ceiling right there. It's right in front of a runway. If you were to download autopylot and go to eppley there are 50 foot ceilings for drones following the radius of the airport and it increases as you go out. I live in a 400 foot ceiling. If I go 3/4 a mild southwest, it drops to 200 feet. If I breach that 200 foot ceiling and get caught, with no damage to anything I could face a 10,000 dollar fine and 6 months in jail.
