The NCAA Football Rules Committee has finalized a proposal to the NCAA Playing Rules Oversight Panel for those two implementations to the game, plus other recommendations such as allowing tablets to be used on the sidelines and in the locker rooms at halftime. Rules proposal will be voted on April 18 but...it's almost certainly coming to CFB in 2024.
