The first day of classes for Nebraska was Aug 20 and Frost thought he was safe to announce his QB. However the last day to withdraw from class was the 27th. So he withdrew, but he needed to transfer to a school that had not yet started classes. Most Pac-12 schools are on the quarters system and typically don't start classes until the middle or end of September. Frost believed in his mind that since classes started Gebbia was locked in at Nebraska. The problem was compounded when Nebraska dicked around trying to get UCF to release Vedral from his scholarship. So they didn't even appeal the NCAA for him to become immediately eligible. When they finally did the appeal, Vedral was given the waiver in October. Had they done the necessary steps in the spring/ summer he could have been eligible earlier and the impact of Gebbia would have been mitigated.
