This is what I was told as well when I made a similar argument about it last year.
To me, it's still amounts to littering and is completely unnecessary in the grand scheme of things. Those that try to justify it using some sort of "tradition" argument or political argument are off base in my view.
No, I don't think it's cool that some 10,000 balloons are manufactured, sold, and then littered all over the state, seven times a year. I think it's irresponsible. Just like that empty plastic water bottle you throw in the trash can, rather than recycle. In the past, no one thought anything of it, now we know better.
We are better than that I would hope.
