Just read his story and then watched his HUDL film. That kid has elite speed in the open field. My only knock on him would he's a tad deliberate when attempting to make cuts. However, I also understand he's only a junior.
But... You can't deny his speed. That kid has a 4th and 5th gear. I believe he deserves an offer. I would even work him out as a receiver. A lot of HS 40 times are inflated. That kid runs a legit 4.4.
