Could Northeast CC or Southeast CC ever start a football program?

Obviously JUCO ball is huge in Kansas and Iowa Western has seen a lot of success.

Could (or would) Northeast in Norfolk or SCC in Lincoln ever start a football program? Obviously it would take a lot of money, and support. But I just wanted to get thoughts on if anyone thinks it could ever happen or if it could even work.
