We have all of these rating services now and have a better idea now of who are the elite players coming out of HS and JUCO. We also now have open free agency.

Then why not go the next step.

How about we limit the number of 4 and 5 star players a team can sign each year. Maybe 1 - 5 star and 7 - star players per year max.

Before you argue that kids should be able to go where they want, we already restrict that with the 25/85 scholarship limit. Without that, Nebraska would sign 15-20 kids from Nebraska every year.

Doing so would probably cut down on attrition at places like Alabama, Clemson, and Ohio State, and maybe those 3 schools wouldn't be in the Final 4 almost every freaking year. Couple that with going to an 8 team playoff with the P-5 champions and the highest ranked non P-5 getting automatic births, then we might be able to look forward to a season with a little more hope and a little less fait accompli.
