Can Nebraska be an elite program in modern times without a QB run game?

The earlier discussion I guess made me ask myself this one, basic question. Candidly, I'm somewhat skeptical that we can recruit enough difference makers at receiver to win without an effective QB run game but I'm curious to hear other's thoughts.
