4th and Goal Play UCLA Question

Finally had some time to review the UCLA game and saw this play. Can someone in the know explain this play to me? Bullock is running a rub route, but actually stops to set a block, then releases and loops behind and out. first off...why would he stop to set a block instead of rubbing while turning his eys to the QB...Second why would he not go to the "K"? Is this Scheme? Is this WR error? If WR, error wouldn't that go to bad coaching? Do I not know what the hell is going on? Just an ignorant fan, so genuinely asking for football knowledge here. This was at 11:37 remaining in the 4th.
