1792 - President George Washington signed the Post Office Act, establishing a permanent Post Office Department.

1809 - The Supreme Court ruled the power of the federal government is greater than that of any individual state.

1839 - Congress passed legislation prohibiting dueling in the District of Columbia.

1862 - William Wallace Lincoln, the 11-year-old son of President Abraham Lincoln died at the White House, apparently of typhoid fever.

1895 - Frederick Douglass, abolitionist, author and orator, died.

1907 - President Theodore Roosevelt signed an immigration act which excluded "idiots, imbeciles, feebleminded persons, epileptics, and insane persons" from being admitted to the United States.

1942 - Lt. Edward "Butch" O'Hare became the U.S. Navy's first flying ace of World War II by shooting down five Japanese bombers while defending the aircraft carrier USS Lexington in the South Pacific. (O'Hare, a recipient of the Medal of Honor, was killed in action in 1943; Chicago's O'Hare International Airport is named after him.)

1950 - The Supreme Court ruled 5-3 in United States v. Rabinowitz that authorities making a lawful arrest did not need a warrant to search and seize evidence in an area that was in the "immediate and complete control" of the suspect.

1962 - John Glenn became the first American to orbit the Earth, aboard the Mercury 7 capsule.

1971 - The National Emergency Warning Center in Colorado erroneously ordered U.S. television and radio stations off the air; some stations heeded the alert, which was not lifted for about 40 minutes.

2003 - A fire in a nightclub in Warwick, Rhode Island killed 100 and injured another 150.

2007 - A federal appeals court ruled that detainees at Guantanamo Bay could not use the U.S. court system to challenge their indefinite imprisonment.

1887 - The first minor league baseball organization forms in Pittsburgh (the International Association).

1930 - Clint Benedict (Montreal Maroons) became the first goalie to wear a mask in the NHL. Benedict wore the mask temporarily during an injury.

1943 - Phil Wrigley and Branch Rickey charter the All-American Girls Softball League.

1953 - August A. Busch buys the St. Louis Cardinals for $3.75 million.

1953 - A federal appeals court rules that major league baseball is a sport and not a business, reaffirming a 25-year-old Supreme Court ruling that makes the sport exempt from antitrust laws.

1958 - Racing jockey Eddie Arcaro got win number 4,000, as he rode the winner at Santa Anita race track in Southern California.

1963 - Willie Mays of the San Francisco Giants signs a record $100,000-per-year contract.

1971 - Phil Esposito of the Boston Bruins becomes the fastest player to score 50 goals in a season.

1974 - Gordie Howe comes out of retirement for $1 million to play for the Houston Aeros of the World Hockey Association.

1976 - Muhammad Ali KO's Jan Pierre Coopman in the fifth round for the heavyweight title.

1982 - The New York Islanders win an NHL record 15th straight game.

1993 - The New York Islanders retire Billy Smith's #31.

1997 - Barry Bonds signs a record two-year contract worth $22.9 million with the San Francisco Giants.

1998 - Tara Lipinski won the Olympic gold in ladies figure skating at the Winter Games in Nagano, Japan. At the age of 15 she became the youngest gold medal winner in Winter Olympic history.
