Scholarships vs Walkons

Obviously nebraska can have all 105 on scholarship, but they still have flexibility on how they construct their roster. If they want to have some walkon players, they can.

So what's the advantage of having Walkon players instead of just putting all 105 on scholarship?

Does the B1G still have the 4 year guarantee for scholarships? Meaning that if a player decides not to transfer, Nebraska would have to honor that scholarship for 4 years?

Is it better to pay a percentage of players with NIL money instead of putting on full scholarship to give you more flexibility with your roster?

Does nebraska use this strategy with special teams players or 3* or less players that they see may require more development?

I don't know that Nebraska has said if they'll reserve some of their spots for walkons? I know the SEC has come out woth a conf. Policy linked here

Will the B1G do something similar? Or will they let each team decide?
