Question about team ranking

[BOBEBASS]

Michigan is ranked #14 and has 7 4 star recruits and Nebraska has 7 4 star recruits. Michigan has 12 3 star and Nebraska has 11 3 star recruits. Michigan has 20 total recruits and Nebraska has 18. So Michigan has 300 more points than Nebraska, can that be right? One 3 star and one less than a 3 star are worth 300 points which is the difference between both teams. I know there is some great reason for this so please tell me what it is.
