PI on a Fake Punt

As we learned last month (the hard way), there can't be defensive PI on a fake punt (provided the pass attempt is high and far enough, or some vague qualifier like that).

The Cowboys just completed a long pass on a fake punt, but the receiver obviously pushed off before making the catch. A penalty?

Yes! Mike Pereira explained that while there cannot be defensive PI, there can be offensive PI!

I'm guessing it's because, while a defender can't know whether he's blocking for the return or covering a potential receiver, the receiver knows it's going to be a pass? So he's charged with that knowledge and with behaving accordingly?
