Netural Conference Refs for non conference games

I never had realized that the norm was to have the away team's conference officiating a non conference game? Wouldn't it make more sense to have officials that aren't from either conference?

Setting up the scheduling would take time to decide which conference but especially for games seen to be close, it certainly would be worth the effort
