He is likely in negotiations with more than one coach, including Frost, and he has probably told each of them they are the only one, and the offer is not valid until 24-hours after he announces Mike Riley’s “retirement” from coaching.

You use deception (ie. Frost contract leaks) to deflect from the actual coaching search being taken. Scott was always going to be a candidate so you might as well go with the story (and maybe even intermittently plant information that continues the narrative).
That gives Moos the ability to talk discretely with other more high profile or “home run” hires, and vet their interest while always having the fan favorite in his hip pocket.
Money is not an issue, so I believe he can be talking $7M+ a year for six years with any coach, so if something happens and another candidate backs out, he can still win a bidding war for Frost if it come to it.
But mark my words, if he doesn’t reel the prodigal son back to Lincoln, Moos will win the press conference, regardless. I honestly believe Frost will be the “fallback” candidate that he’ll make look like the 1st choice, even if his “home run” hire never makes it to the podium.
