I believe the hooters location is no longer a husker bar.
Otherwise, there are two top notch husker bars in San Diego: Duck Dive and Black Angus steakhouse. Both have their benefits and drawbacks.
Depending on your age... Duck dive is probably the top choice. It is located in Pacific Beach and is a younger crowd. They serve homemade runzas and have drink specials. Tons of TVs, lots of young husker fans... especially for big games and night games. Decent food. Drawbacks is that parking is difficult and you might not have a seat right away unless you call a few days in advance and show up before the game starts. Usually I'll get there right when the game starts and put my name on the list... you stand around by the bar for the first part of the game and then you get seated before halftime usually. I met Mike Brown there a few years ago. The bouncer is a huge samoan dude that played for the huskers. This is the location you want to be for a huge win. I was there when we upset MSU a few years ago. I was also there for big victories against Michigan and Penn State. I've also seen plenty of bad games, blowouts, and heartbreaks there.
Black Angus is an older crowd. It is in mission valley by Qualcomm stadium. It is a steakhouse that has a less formal bar area attached to it where the husker action is located. They put up lots of husker kitch all around the bar. They do an auction at halftime of weird husker memorabilia. Every time we score, the husker flag gets carried around the bar and everyone touches a piece of corn. A big goofy guy named Big Rexx is in charge of the proceedings. The food is decent, probably a bit better than Duck Dive with more options. I go here for spring games and game i think we will win easily. I went for season opener here last year.
Black Angus is a definitely a must-visit at some point for a husker fan, but a give a slight nod to duck dive overall. It just depends on what you are looking for... more of a bar/party atmosphere or more of a sit down restaurant kitchy atmosphere.
Hope this helps! Happy answer any other questions on the San Diego husker scene
