What if a University (oh let's say Alabama/Auburn) passed a state law granting a stipend of say, $1,000 for a month for 10 years to be paid to any Alabama/Auburn football player AFTER THEY GRADUATE if they complete their eligibility?
Would the NCAA have the power to regulate what a sovereign State does with their money with people who are no longer at the school? Especially if it's not mentioned by anyone at the University to the players during recruiting or their time there, but rather only be public information available to all?
