HOW are the Chiefs only 4.5 favorites against the Browns this late in the year?

The Browns theoretically have NOTHING to play for but draft seeding & the Chiefs need a GOOD, complete game to show they are playoff ready ... Yes every game of their's ends in a near tie, but that doesn't seem likely today (IMO) ...
