Eliminate Football Scholarships

So I was thinking about how some of the attitude of football players have changed when it comes to performing for their school. Players like Beal from Oklahoma or Fournette from LSU sitting out because they know they are future draft picks, or players quitting half way through the season like Hurd from Tennessee or the QB from Bama. We have also seen players threaten to boycott like at Minnesota. Also players are given tons of benefits but often complain about not being compensated. We have also had a hard time with keeping instate players here and not accepting places at a lower institution, and have eliminated things like a county scholarship. Also if a guy is to walk-on he is no longer eligible for certain aid in cost.

So here is the thought. If the NCAA eliminated scholarships and gave each school a salary cap. Schools no longer have a scholarship limit but rather a cap limit. Players can accept offers for various amounts and depending upon what a school is willing to offer. Also the more success a team has players could see bonuses that dont count against the cap i.e. they make it the the CFP, make all american team etc. From the money awarded players will have to pay for tuition and others costs that are normally absorbed by the scholarship offer. If a players refuses to hold up their end of the contract they are now in breach of their contract and the school is protected. This would eliminate teams like Bama, USC, OSU etc from being able to completely own the recruiting world but the bonuses would still be extra incentive for schools to use for recruiting. Players will be compensated and schools will be protected. Also players that would normally accept a full ride to a lower level school could be offered some assistance that might sway them to Nebraska, even if it does not cover complete cost of tuition. Also schools could structure it however they want. Make a base offer and build their own incentives but they just have to make sure they remain in the cap.
