Hit in the shoulder doesn't matter when it comes to targeting, it's whether the receiver is still defenseless. The on-air rules official confirmed this.

I remember the 95 huskers, who didn't have a single holding call all season. It might be that excellent teams, who are consistently disciplined get more calls because they are more likely to play well and they have the competition and roster to replace guys who make mistakes. Lets get better coaches who coach proper technique and better talent so we can replace guys who constantly hold and are constantly penalized.

I wish I still had the OWH article when we first joined the Big 10 that compared each Big 10 school and who they were most like in the Big-12. You are probably correct that Penn State equivalent in the Big 12 was Texas A&M. I think Ohio St was most like Oklahoma and Michigan was most like Texas.
I absolutely hate every team in the Big 10. I just hate some more than others. I never root for any team in the Big 10 during Bowl Season.
