Best way to schedule non-con?

Right now, Kirk is making the argument that if Washington gets in, then AD's across the country should change their priority in scheduling non-con, and just aim to go 3-0 and then win their conference.

Another point being made, is that Penn St. played a good non-con... Pitt and Temple...

Here is my problem with that:

You schedule non-con years in advance. How in the world did Penn St. know that Pitt would be good? Or Temple? BOTH of those games were scheduled for regional appeal. They got lucky to end up with a strong SOS.

Washington: They actually have no excuse... Rutgers, Portland St., and Idaho.

What about Nebraska? How were we supposed to know Oregon would pick this year to tank? How did we know Wyoming would actually be decent?
