if you decide to give up a scholarship at a D1 school to walk on at another the transfer rules should be waived

but far be it for the ncaa to do something that makes sense & is in the best interest of their 'student-athletes'
That would be the opposite of the new college baseball transfer rule. In short, if you are a walk-on in college baseball, you can transfer for a scholarship at a different school with no penalty.

However, this situation is closer to that of Noah Vedral (who received a waiver), except without the coaching change.
