Why doesn’t Tom Osborne have influence over Big Ten?

Nope. It's one of the things that the assistant coaches liked about Tom. Mcbride used to comment about that trust.

Here are some of Osborne's Leadership Principles from one of his books. He is not a micromanager.

• Be a servant leader. Sacrifice yourself for the benefit of others.
• Accentuate the positive and empower those around you.
• Focus on your values and principles and stay true to them.
• Bring a sense of teamwork through loyalty and unity.
• Do whatever you can to help make a difference in the world.
• Whenever you deal with adversity, learn from the experience.
• Focus on what matters most: character, principles and process.
• Mentor someone and leave a legacy of spirit and perseverance.
That's all well and good, but it doesn't mean much if you don't demand accountability from everyone on the staff, including yourself. That's something that coaches like Saban and Osborne possessed was they didn't make excuses for why performance wasn't up to par. They held themselves and their coaching staff accountable to get any issues fixed. That's something that Frost hasn't been very successful at so far in his time here.
