The top tier programs need to create their own NFL type Division 1 (Football Playoff Division), and stop with this 16-team conference bull$hit. The money could be NFL sized, as well, yet most league road trips could be made by bus!
Create 8 regional leagues, let the B1G, ACC, SEC and PAC be the parent Super Conferences (two 8-team leagues) for TV contract negotiation purposes. Have a selection committee seed the regular season winners of each "league" in a 12-team playoff (along with 4 additional at-large births), with the Top 4 seeds awarded to the Super Conference Championship games winners (who would also receive a first round bye).
There may be independents that can petition for inclusion, but they would be responsible to negotiate their own stand alone National TV deal (outside of the Super Conference TV Deals) to be viable.
Schools would schedule one Out-Of-Tier non-league game (including independents), two cross-Super Conference league games, and two "at-large" games against 64-team Football Playoff Division field, in addition to a seven game league schedule. League standings would be based on in-league games only, with "head-to-head" and then "overall record" being the first two tiebreakers.
