He's not a DE in that scenario, he's the #1 overall pick. Not saying he has Eli Mannning or John Elway leverage, but he has leverage. If that's his plan though, you just tell them in no uncertain terms before the draft, not to draft you. You try to keep it under the table, and if it gets out so be it, it was going to get out if they drafted you, and you didn't want to be there anyway.

Which is what "quite the leverage" means right?

A Team may not draft the QB that doesn't want to be there and look at trading the pick for another QB. Cleveland isn't trading the pick to draft another edge rusher. They will just pick someone else. At which point he is no longer the number 1 pick in the draft.
