Question on practice structure

For those that are able to see a few practices, I have a question on how it's structured.

It seemed during the last two coaching regimes that the younger players didn't improve a lot during the season. It appeared that practice during the season really focused on the first and second teamers.

How is practice currently structured? Do the younger and/or the 3/4 team guys get some good work in? Are they getting the needed improvement if they have to step up into a backup or starter role if there are injuries? Seems like good teams have players up to speed and ready to step in if needed, I haven't felt that our lower level guys got the necessary attention to improve during the season over the last few years. The way Riley structured spring practice to get more attention to every individual, I though he might be doing something different to keep everyone improving.
