IMO the NCAA should add one challenge per game on a penalty. Just tonight Alabama got called on a horrible ineligible receiver and Auburn got royally screwed on an offensive pick play.
Treat them like the other challenge rules. Specifically explain what you are challenging to the ref. We could have challenged that non PI call at USC.
Maybe this isn't feasible but the reffing this season across the board is very poor.
