Salary cap is 136 million but unlike baseball there is a salary minimum of 122 million
This combined with max contracts that have a ceiling + limited rosters mean a lot of scrubs get paid
The largest guaranteed contract in the NFL is Watson at 230 million. No one else is above 200

If you ask me, and nobody ever does, the NBA's problem is too many teams and not enough talent. Sure there are players who pile up stats playing uptempo basketball against bad teams with bad defenders. But I'm talking about great all-around players. One thing the NBA does has plenty of is money and impatient ownership & fan bases with GMs on the hot seat.
So consequently, every single year, teams will sign players to massive guaranteed contracts and then a year later, the talk will be "How will this team be able to improve when they have all of these players on bad contracts?"
75% of all free agent deals are considered bad contracts a year later. It is insane. And I know I am right about this, if good talent wasn't so scarce then teams would not feel as compelled to agree to these bad deals.

The NFL is a different animal of course. But that Watson deal was strictly an act of desperation by one of the weirdest owners in professional sports.

Contrary to MLB basketball teams generally sell very well. Despite the relatively few championship teams recently there is quite a bit of parity when it comes to making the playoffs due to the fact half the teams make the playoffs and generally teams are very competitive during the regular season, even with tanking. 22 out of the 30 teams had a legitimate chance at the playoffs this year and an 8th seed was in the finals and another 7th seed was in the conference finals. Basically this year showed that getting in the playoffs might lead to a chance at a championship. But yeah, most of it is due to salary cap and floor. The NBA is also a "somebody got to score league". The grind of games means decent players are going to have the opportunity to score in bunches as teams do not prepare defensively every night. So a guy can score 22 ppg and look like a star and then get shut down in the playoffs.
