How is Georgia the most hated program in Georgia? And Penn St in Pennsylvania?

I can understand Texas, USC, FSU, etc. being the most hated in their states, because there are several other major programs in those states to hate on them. But I have a hard time buying Georgia and Penn State, they have much bigger fan bases than Georgia Tech and Pitt.

Ohio State is the 2nd most hated team in Ohio(and with a much higher percentage than we got in our own state).

Just when I thought it was safe to travel back to Colorado. Had some pretty negative experiences there in the early 90s (before the glory years).
