Devaney Brings Three Decades of NFL Experience to The Alliance
ATLANTA, Ga. – August 2, 2018 – Today, The Alliance of American Football announced Billy Devaney as general manager, Alliance Atlanta. Devaney spent 30-plus seasons in the NFL, including three as general manager of the St. Louis Rams. He most recently served as executive director of player personnel for the Nebraska Cornhuskers.
“Billy brings tremendous experience to The Alliance, having evaluated talent in the college and professional ranks for over 30 years, including here in Atlanta,” said J.K. McKay, head of football operations, The Alliance. “We’re committed to putting high-quality football on the field and Billy has the background needed to build a championship contender in Atlanta.”
Devaney began his NFL career with Washington in 1983. During his 11-year tenure the team reached two Super Bowl’s, winning one in 1987. In 1990, Devaney was named director of player personnel for the San Diego Chargers, a position he held for 10 seasons. The Chargers won a division title in 1992 and again in 1994, a season that culminated with a Super Bowl appearance. In 2001, Devaney joined the San Francisco 49ers as a pro personnel assistant for three seasons. The 49ers won 12 games his first season and a division title his next. Devaney joined the Atlanta Falcons in 2006, where he served as assistant GM. In 2008, the St. Louis Rams hired Devaney as vice president of pro personnel to help conduct their draft. He was promoted to general manager the same year. He oversaw four drafts with the Rams, signing Chris Long, Sam Bradford, Robert Quinn and others. After a stint as an ESPN NFL Insider, Devaney returned to Atlanta as a pro personnel scout before his most recent run as executive director of player personnel for the Nebraska Cornhuskers.

The Alliance recently unveiled its player allocation process. Players will be allocated based on where they competed in college. If a player’s college is outside The Alliance footprint, they will be allocated based on their most recent NFL or CFL team. If a player’s college is outside The Alliance allocation footprint and did not play in the NFL or CFL, he is unallocated and available to be tendered a contract by any Alliance team.
Colleges assigned to Alliance Atlanta include Georgia, Clemson, Louisville, North Carolina, Georgia Tech, Virginia Tech, Virginia, Georgia Southern, Georgia State, Kennesaw State, Mercer, Savannah State, Albany State, Clark-Atlanta, Fort Valley State, Morehouse, Shorter, Valdosta State and West Georgia. NFL teams assigned to Alliance Atlanta include Jacksonville, Carolina, Atlanta and Washington. Toronto is Alliance Atlanta’s assigned CFL team.
With the unveil of the player allocation process and the Alliance Scouting Combine taking place in August, the player signing process has officially started. Alliance players will be signed to three-year contracts with a minimum base salary of $250,000. The Alliance offers a comprehensive bonus system that rewards players on performance, wins and fan engagement.
With this in place, a player’s compensation package will exceed their base salary.
