How many FBS schools pay their head football coach more than Nebraska does?

If you guessed 15, or 25 or even 35 you would be incorrect, see link below (NU 38th):

Given the geographical recruiting challenges here, an argument could be made to pay better.

I doubt it is for lack of funds.

Michigan: $7.0 Mil

Florida: $3.9 Mil

Nebraska: $2.7 Mil​
 
Eichorst never once said he would spare no expense to hire a coach. No promise to open the checkbook and spend whatever it takes was made. If you've been following Nebraska Football for any significant length of time, you're aware by now that we do not go large on coaches salaries, and we do not look for short term solutions. Study the 37 higher paid coaches and you will find many on the list that don't advance the implied argument of salary equaling success (which Michigan and Florida currently do). It's not about what we pay. It's about the right coach in the right environment. Time will tell if it's Riley, but not enough time has passed.

He was correct, resources are not a problem for Nebraska. Understand that many folks took that statement to mean he'd write a blank check - which was clearly not his intent. Again, and with emphasis this time: salary does not always mean success.
