It's safe to say OSU and MSU won't both be in the Final Four since they will have already met in the regular season -- whoever loses that game will (for all intents and purposes) be out of the playoff.

As long as the Rose Bowl is not hosting a semifinal playoff game, it will host the top available team from the Big Ten vs. the top available team from the Pac-12. Likewise, the Sugar Bowl will host SEC vs. Big 12.

The loser of the MSU/OSU game could very will still end up in the playoffs as a one-loss team. All depends how everything else shakes out.
