Defending a hail mary

What I don't understand is why in that situation, you even have any linemen in the game. Why not have all of your backup safety's (4) rush the passer where they could just run around the OLs and keep the QB contained while your 4 best Dbs and 3 best WRs are positioned near the goal line. Don't even cover the receivers before the 10 yard line, daring them to throw one short where they would be greeted by 7 tacklers with no blockers.

The way a Hail Mary is defended typically has always confused me, similar to the Victory formation, where teams always put their running back 10 yards behind the ball to act as a safety in case of a fumble. Why not actually put a safety in that position, someone who is both fast and a good tackler?
