Keep in mind this is from NFL Draft Scout, which is kind of the "Hyundai Sedan with Manual Windows" of the NFL Scouting World. For instance, they have CJ Beathard from Iowa ranked as the #2 Senior QB for 2017. They also have a tendency to fluctuate far too much from update to update.... They also often leave some legit NFL players off their list for no discernible reason.

# 7 Slot Receiver - Jordan Westerkamp
#11 TE - Cethan Carter - I doubt there are 10 tight ends with higher NFL upside than Cethan Carter.

# 29 ILB- Josh Banderas
# 38 ILB- Mike Rose - Ivey (also have him listed as an Inside Linebacker)

But I have a hard time believing 25 Senior Receivers from the Big Ten and nearly a dozen D2 receivers are better than Brandon Reilly.
