In this case the QB was a running back, not a defenseless player. The defensive man came in for a tackle with his shoulder and the runner dropped his head. If that is a penalty, every other tackle on a running back could be a penalty.I hate the rule too but we’re too dumb to adjust. We completely botch everything up.

One angle looked bad. The angle from the offensive backfield shows clearly he hit him the side of his face mask and his crown was not down. I've seen MUCH worse hits called targeting on the field reversed on review in the B12 and SEC.
